GTA 6 is not part of Game Pass or PlayStation Plus at launch: it is sold on its own, at $79.99 for the Standard Edition and $99.99 for the Ultimate Edition in the US, and no subscription has been announced for it. On October 6, a report said Xbox had won exclusive cloud streaming rights to GTA 6; Xbox answered the next day that "the game will not be streaming exclusively or to PC."

Take-Two's CEO, Strauss Zelnick, has said more than once that putting a new full-price game in a subscription on its first day does not make economic sense for the company. He told GamesIndustry.biz in 2022 that Take-Two "can't afford to turn our business upside down", and in 2024 that its decisions on the matter are "rational".
That is a stance, not an announcement about GTA 6: neither Take-Two nor Microsoft nor Sony has said anything about GTA 6 joining a subscription later.
The cloud streaming report, and Xbox's answer
- October 6: The Verge reported that the head of Xbox, Asha Sharma, told employees that Xbox had something planned for GTA 6 that "no other platform holder is doing". According to The Verge's sources, that meant exclusive streaming rights at launch: Xbox Cloud Gaming would be the only service streaming GTA 6 on November 19.
- October 7: Matthew Ball, Xbox's chief strategy officer, answered on X that the report was "misreporting": "We are looking forward to launching GTAVI on XBOX November 19, though the game will not be streaming exclusively or to PC."
- Rockstar and Take-Two have not commented.
Ball's answer rules out two things: streaming exclusive to Xbox, and streaming to PC. It does not say whether Xbox Cloud Gaming will offer the game at launch, or on which devices. As of October 7, the game's Microsoft Store page lists two features, single player and optimized for Xbox Series consoles, and no cloud play.
