On October 20, Blizzard published the start times of WoW Forever's Early Name Reservation, region by region, in "Claim Your World of Warcraft: Forever Character Names". It runs until November 3 for anyone who bought an upgrade, and it allows three characters in total, across all rulesets.

Three characters in total
This answers the question players had been asking since Blizzard first announced the window: the limit is three characters across all rulesets, not three per ruleset. If you create two on PvP, you can create only one more on Normal or Roleplaying. Blizzard says the restriction only applies to Early Name Reservation. Names stay first come, first served, and Blizzard can't guarantee the one you want.
